Job Objectives: 
  • Elaborate Action contre la Faim projects budget
  • Define scheme and level of expenses authorization at the field level
  • Ensure implementation of Action contre la Faim standard purchase procedures and documents
  • Control and edit budget follow up to be communicated to Coordination team every month
  • Prepare annual mission budget
  • Validate treasury forecast from bases
  • Control functioning costs of the mission
  • Ensure financial sensitization at mission level : budgets analysis, amendment proposition, expenses programming
  • Consolidate mission monthly treasury forecast and ensure transmission to Headquarter
  • Supervise invoices control and double archiving
  • Physically control cashboxes in capital and whenever visiting bases
  • Supervise accounting, extra accounting and expatriates lump sum data entry
  • Supervise edition of accounting monthly report
  • Supervise bank book and bank statement matching
  • Control monthly accounting report and ensure transmission to Headquarter
  • Communicate payment to be organized by the Headquarter on behalf of mission
  • Define cash flow scheme and organize transfer to bases
  • Prepare treasury advance request on non signed budgets
  • Ensure on time edition and archive of donors intermediary and final reports according to each donors standards
  • Supervise grants contracts pre-audit (invoices quality, risk chart and documents presentation)
  • Follow instalment to be received on the field
  • Follow financial risk link to mission activity and especially those linked to Human Resources commitment
  • Make the Terms & Conditions comply with Paris standard
  • Design and Implement a proper training policy for the national staff
  • Design and Implement an evaluation plan for the national staff
  • Supervision of the strict application of the internal regulations
  • Supervision of the organization of staff representatives’ elections
  • Follow-up of the national legislation
  • Organization of a food basket follow-up (distinct one on each base)
  • Supervision and support to logistics-administrators on national Human Resources
  • In charge of recruitment and training of local team
  • Evaluate administration team
  • Ensure internal communication within the team
  • Train administration team on budget aspects
  • Supervise flight tickets validity and booking
  • Supervise expatriate home staff
  • Control visa renewal process and expatriate declaration to local authorities
  • Control living costs and houses equipment purchase
Qualifications: 
  • Masters in management and previous experience in finance management minimum
  • Humanitarian field experience required
  • French and English compulsory
